CAUSE II Unveils Roadmap to Modernize Land Management and Boost Own-Source Revenues Integrated Land Information System (ILIS) to streamline services across MLHS, HCC, and GPG
CAUSE II has unveiled a roadmap to modernize land management and strengthen own-source revenues, anchored by an Integrated Land Information System (ILIS) that will streamline services across MLHS, HCC, and GPG. The plan links land records with valuation, billing, and collections to reduce bottlenecks and improve service delivery. This roadmap aligns agencies on a common data foundation and service standard, so citizens and businesses can access reliable land information and councils can collect fairly and transparently.
The roadmap progresses in three stages - Foundation, Scale-Up, and Institutionalization - starting with data-sharing agreements, a SOLA-based ILIS core, a refreshed valuation roll, and a parcel map viewer; expanding to mass appraisal, secure APIs to finance systems, SIG e-payments with auto-receipting, and T+1 bank reconciliation; and culminating in digital land files, planning and building-permit modules, real-time revenue dashboards, and a revaluation policy with annual indexation. A key focus is closing information gaps and operational bottlenecks that affect diagnostics and delay ILIS design, including data quality, system interoperability, and process standardization. The expected public benefits are faster, clearer services; fair and up-to-date valuation; stronger local revenues; and greater transparency from land records through to billing and collection. Next, CAUSE II and partners will finalize diagnostics, pilot the solution, and phase in ILIS modules with user training, change management, and clear governance for data custodianship and access.

The Community Access and Urban Services Enhancement II (CAUSE II) Project is a transformative initiative aimed at improving climate-resilient infrastructure, enhancing economic inclusion, and strengthening service delivery in targeted urban centers across the Solomon Islands.
Led by the Ministry of Infrastructure Development and Honiara City Council, in collaboration with the Ministry of Lands, Housing and Survey, and the Provincial Governments of Guadalcanal, Malaita, and Western Province, CAUSE II is a Government of Solomon Islands initiative.
The project is supported by the World Bank and the Government of Australia through the Papua New Guinea and Pacific Islands Umbrella Facility Multi-Donor Trust Fund (PPIUF).
