Mobilisation Underway for CAUSE II Feeder Road Upgrades in Honiara

Honiara, 24 October 2025 — The Community Access and Urban Services Enhancement II (CAUSE II) Project has taken another major step forward in improving climate-resilient infrastructure and access in Honiara, with three new feeder road contracts now under full mobilisation. These works mark a tangible investment in safer, more reliable connections for urban communities and an important milestone in the Project’s broader effort to build resilience and inclusion across Solomon Islands’ urban centers.

 

The three contracts — Lot 1 (Titinge Road, Tandai), Lot 2 (R464/Green Valley corridor including Dau/Mudland-Feraladoa and Naha 4 Sec1 & Sec2, Vura, Koala Wards), and Lot 3 (Vara Creek / Matariu–Jericho / Koloale Sec1 & Sec2 / Koala–Mataniko) — were officially awarded on 16 October 2025 following a competitive procurement process consistent with the World Bank’s Environmental and Social Framework and the Procurement Regulations for IPF Borrowers. Within days of award, all contractors began site establishment, including installation of project notice boards, equipment staging, and initial grading works — ensuring early visibility, transparency, and compliance with disclosure standards.

 

Under Lot 1, Hemgro General Maintenance & Services will undertake works to restore the unsealed feeder road at Titinge 1, GP. Lot 2, implemented by Island Kori Construction, covers the Green Valley corridor and adjoining wards. Lot 3, awarded to Liu Construction, focuses on connecting inner-city and peri-urban areas through regrading and compaction to ensure reliable connectivity during the wet season.

 

Mobilisation across all sites has progressed swiftly, with contractors establishing local offices and materials yards and engaging directly with community leaders to manage works scheduling. The Project Management Unit (PMU) highlighted that visible project signage and early-stage site works not only demonstrate accountability but also build local confidence in CAUSE II’s participatory and transparent delivery model.

 

A key feature of the CAUSE II approach is community-linked sustainability. Once construction is complete, communities along the road sections will take on routine maintenance activities — such as drainage clearing, minor grading, and pothole patching — supported by CAUSE II’s community contracting model. This ensures local ownership, creates employment opportunities, and extends the service life of the infrastructure, consistent with the Project’s emphasis on capacity building, inclusion, and long-term resilience.

 

Community members have already expressed optimism about the works. “It’s great to see machines and notices in place—finally the road we’ve spoken about for years is moving forward,” shared a resident from Koala Ward.

 

According to the CAUSE II PMU, all works are being delivered under Component 1: Resilient Township Development, a core investment area designed to enhance economic productivity, strengthen access to basic services, and ensure infrastructure is climate-resilient. Works are expected to conclude ahead of the wet season, minimizing disruption while improving access for residents, schools, and businesses.

 

This latest milestone demonstrates the Project’s integrated model — linking infrastructure delivery with training, community participation, and institutional capacity building. It reflects the Solomon Islands Government’s ongoing commitment to resilient, inclusive urban development.

The Community Access and Urban Services Enhancement II (CAUSE II) Project is a transformative initiative aimed at improving climate-resilient infrastructure, enhancing economic inclusion, and strengthening service delivery in targeted urban centers across the Solomon Islands.
Led by the Ministry of Infrastructure Development and Honiara City Council, in collaboration with the Ministry of Lands, Housing and Survey and the Provincial Governments of Guadalcanal, Malaita, and Western Province, CAUSE II is a Government of Solomon Islands initiative.
The project is supported by the World Bank and the Government of Australia through the Papua New Guinea and Pacific Islands Umbrella Facility Multi-Donor Trust Fund (PPIUF).
